According to the Pentagon's most recent report on China's military power, Beijing has “denied, canceled or ignored” military-to-military communications and meetings with the Pentagon for much of last year and this year. In an effort to improve transparency and communication, defense leaders from the two countries were meeting regularly. He and other defense chiefs, Joint Chiefs chairmen and regional high-level U.S. commanders routinely traveled to China over the next decade, and Chinese defense leaders came to the Pentagon. The Pentagon routinely complained that there was little tangible progress in the press for greater transparency in China’s military ambitions and its burgeoning defense budget. But the lack of communications heightened worries about an increase in what the Pentagon calls risky Chinese aircraft and warship incidents in the past two years.

Mexican President Andrés Manuel Lopez Obrador began including regular updates on the government's investigation into the fainting episodes in his daily press conferences. Dr. Carlos Alberto Pantoja Meléndez, one of Mexico's few field epidemiologists, had taken an interest in the fainting episodes. News of the initial fainting episodes had been shared there, the epidemiologist, who asked to remain anonymous, told Pantoja-Melendez. Both believe that the fainting episodes in Mexico were examples of something new and alarming: mass hysteria spreading online.

In an weird twist, Albertsons bought back dozens of the same stores it previously sold to Haggen in bankruptcy court — at a lower price. Now she worries Kroger will divest Ralphs as part of its merger with Albertsons in a repeat of the Haggen 2015 deal. To address antitrust concerns that the merger will stifle competition in local markets where they overlap, Kroger and Albertsons plan to divest stores. In 2015, Haggen bought a Vons grocery store (owned by Safeway at the time) in Carpinteria as part of the Albertsons and Safeway divestitures.

In Nicosia, a group of priests in flowing black robes were seen carrying a coffin from the Archbishopric, where Chrysostomos died, to a nearby church. The Bank's Financial Stability Committee on Sep. 28 announced a two-week emergency purchase program for long-dated U.K. government bonds. Bloomberg | Bloomberg | Getty ImagesLONDON — The Bank of England's emergency bond-buying program draws to a close on Friday, with traders remaining on edge as volatility in the U.K. bond market looks set to continue. The central bank initially announced the two-week intervention in the long-dated bond market on Sep. 28, having been informed that a number of liability driven investment (LDI) funds — held by pension plans — were hours from collapse as U.K. government bond prices plunged. The BOE's Pill also highlighted that recent actions taken to ensure orderly market function and financial stability sought to preserve the effectiveness of monetary policy, but should not be considered monetary policy actions in themselves. Chris Lupoli, U.K. rates and inflation strategist at BNP Paribas , told CNBC Thursday that the Bank of England remained focused on the temporary purchases serving as a "backstop."

"My message to the funds involved and all the firms involved managing those funds: You've got three days left now. Investors are nervous that Friday's halt to the BoE's bond-buying might come too soon for some pension funds. But a BoE spokesperson said it had been made "absolutely clear in contact with the banks at senior levels" that the Friday deadline would hold. On Wednesday, it said it was "closely monitoring" liability-driven investment (LDI) funds, which are key to pension funds, ahead of Friday's deadline.
